Service packs are installed to the OS...
So I'd say "no more" that you could try to extract an installed program...

Side note:
If I were to "buy" an SP CD from MS, I'd wait for SP3, and they were
generally free when they first came out, but with the sales of Vista being
so bad, I'm not sure we can count on that this time...
