Using run _  regedit.exe

There is a registry entry here:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Control Panel\Extended Properties\{305CA226-D286-468e-B848-2B2E8E697B74}

%SystemRoot%\system32\appwiz.cpl

a binary value listed above should be listed.... add it if it isn't there and give it an hexidecimal value of 8.

See if this works.  BTW, the appwiz.cpl is one of 26-such lines in that part of the registry but it seems most appropriate under your circumstances.
