Boot into safe mode, go to device manager and look under CD-ROM to see how many CD-ROM's are installed.  Win 98 somehow manages to duplicate a lot of hardware that you won't see in Windows when you look at device manager. No matter how many instances you see, remove them all (even if it is only one). Then do a restart to see if Windows will reinstall it correctly. While you're in safe mode device manager, check everything else to make sure you don't have 4 monitors, 2 or more floppy drives, hard drives you've never seen or heard of, a bunch of sound cards, etc.
