  In order to copy a resource, one needs:

(1) Permission to read from the resource.

(2) Permission to write to the place it is to be copied to.

  Thus, there is no permission you can set on the resource that will allow
reading but will prevent copying.

  (The closest you can come is to store the resource in encrypted form, and
provide a reader that decrypts but won't save.  If people want your resource
badly enough, though, they'll probably hack together something that decrypts
and saves -- even though that might, in theory, mean risking jail time under
the DMCA.  And that, I think, takes us off the list topic altogether.)
