I'm not sure what the problem is, but here are a couple of things that I
might want to look at if it were me.

If you have only tried the USB ports on the front of the case, try one on
the back that is directly mounted to the motherboard (i.e., it is sticking
out of the I/O plate, not a empty expansion card slot).  There's a chance
that the port on the case does not fully support USB 2.0.

If this doesn't make any difference, you might take a look in the BIOS or
setup options and make sure there isn't an option that sets the ports back
to 1.1 for some compatability reason.  This idea seems to be a bit of
stretch, but it's easy enough to check out.
