The amount of installed RAM has no effect on the free system
resources. You can install 1 GB of RAM and would still see the
problem.
These GDI and USER 16 bit resource heaps are fixed in size and
cannot be changed.

What you need to do is determine what applications (if any)
are leaking resources.

Your printer drivers may be part of the problem. Set your default
printer as the HP Laser III and see if the resouce drain continues.

If the problem is serious and you primarily use 32 bit productivity
applications, I would suggest you switch to Windows NT 4.0.
This OS is far more stable than win98/95 and has no 16 bit
resource heaps to become depleted.
