This is a symptom that either the drive needs to be cleaned, use a cleaner
CD and run it several times... and in the worse case it has failed and
needs to be replaced.  If Windows can read the drive and assign a driver
then it has power and the ribbon data cable is properly installed...  and
Windows is installing 32bit drivers for it.  Your options at this point are
limited to the two I listed above.
