The Western Digital install disc has this very issue discussed, I believe.  I hope you are running Windows XP.  I am not sure about the WIN 2k issue they discussed, but I know this was specifically mentioned in the documentation that comes with the Western Digital hard drives.

I am also aware that there is the surprise of the fact that the drive size is not EXACTLY measured the same way on the packaging as Windows measures it.

Wish I was more helpful, but I am very confident that this is a known issue that the manufacturer could assist with.
