Sounds like the monitor isn't getting horizontal sync and the
timebase is free-running (in the old days of analogue timebases
the picture would likely have broken up too, but digital scan
generators can keep the raster going - it just drifts).

Probable cause is a bent or broken pin 13 (horizontal sync)
in the video plug, but other possibilities include a broken
cable or a fault in the input circuit of the monitor.

Should be well within the skill of a TV technician to fix if
a circuit diagram is available, and probably without one.
