Below 30% is too low. But 30 to 40% is in dangerous territory, and you
are very likely to get out of resources, or out of memory error messages,
depending on what is running, and what is loading. The way to solve low
available resources, is to either shut down programs you're not  using, or
reboot the computer to archive a fresh start. If you need to be running a
lot of applications, and you are always seeing out of resources error
messages, then consider upgrading to a more sophisticated operating system,
such as NT4, Windows 2000 or above.
