Is the DVD drive an IDE device?  Is it on an IDE cable by itself?
In some cases, Windows 9x/200/XP will not see a CD-ROM or other type device
if it is on the cable by itself, even though the BIOS reports it.  In these
cases, I've put it as the slave on the same cable as a hard drive and then
the OS could see it.
