Hi,

the first visual picture that comes to my mind is a sort of set up that Stephen Hawking seems to be using with great ease. i don't know about costs but would imagine it not to be too expensive considering the need of your relative to that of Stephen Hawking.

also IMHO a laptop will be ideal.
