Doyle,

I assume you are running this while logged in as Administrator, or as
someone with Administrator privilege?

If so, then try "sfc /scanonce" then and reboot. It will run the check at
the next boot, before protected files have been locked.

After this, I am running out of ideas, may be time to reload. :-(
