I did a search for the specs on a Samsung 213t LCD.  The listed minimum operating temp is 50, maximum operating temp is 104.  Humidity is 10 to 80%.  Those are operating parameters.  The unit is probably exposed to severe temps and humidity in shipment and on unusually hot or cold days. I would not recommend running the unit on a daily basis in 10 degree temperatures.  You don't say if the unit was running when exposed or how long it was exposed to 10 degrees.  The only way to find out is to see if it still works.  Don't make a habit of it.
