The hardware clock is normally read at boot time. After that, the
time is maintained using a timer interupt of approximately 60
times per second. Some software turn timer interupts off briefly,
which results in lost ticks. You may have a background program or
device driver that is a little over-busy. I have noticed it on two
Win95 systems i built up although not to the degree you have.
There may be a parameter for tweeking the clock in one of the
power-tools from the evil empire.
