You need to load the HIMEM.SYS file into memory.  Ensure the file
HIMEM.SYS is on your bootdisk.  Then open up the CONFIG.SYS file (on your
bootdisk)  in a text
editor, and add the line DEVICE = A:\HIMEM.SYS. Now when you boot using
that bootdisk, the high memory loader will be loaded, and scandisk should
work.
