it's not that the 7200 rpm slows down in RPM, but data transfer can slow down.

The problem that can happen is that either the 5400 rpm drive or the main
board may not be ata 100 or 133 like the 7200 rpm drive is and when you put
the 7200 rpm drive on the system it is not moving the data as fast as it
can because you don't have the ata100/133 set up properly or you are not
using the proper 80 pin connector cable on the drive.

to maximize the data transfer
1) make sure Main board will do ata 100.
2) load the ata 100 drivers from the main board .inf cd-rom disk, if the OS
does not load them automatically.
3) use an 80 pin cable on the ata 100 drives paking sure they are plugged
in the correct postions (usally marked on the cable) on the main board and
the drives.
