We are running Win98.

The ISDN service is BRI.

Only inbound protection on the network is NAT at the router.

As far as networking protocols / applications, the two computers appear
identical.

  Assuming that your assessment of the settings is correct, and
seeing that it worked with the laptop, I have to ask:  what's on the
problem computer that isn't on the laptop?  Was it changed in the
last week?

  Backing off a little:  What OS is the problem machine running?  Is
this ISDN a BRI dial-up, or a PRI circuit?  Is the router doing NAT?
