One question I would ask here is about video.  If this is an integrated
mobo, the video is most likely shared.  Some integrated video will share up
to 8MB of the system RAM.  If this is the case, the RAM is reserved before
the OS gets involved, thereby reporting (and using) only what's left.  I
have built several systems that do this, and can verify that although there
is 32MB or 64MB of system RAM, I only have what is left after the reserved
video RAM to work with (i.e. 28MB or 24MB in a 32MB system).  This may or
may not be what is happening in your case, and may very well be bad memory,
but it is something to consider.
