You may indeed have answered your own question.  Win3.1 drivers probably
won't work on 98. I did use a logitech handheld with win95 briefly, so some
companies do have drivers, try the manufacturers website.

As far as the port addresses go, they are what they say they are.  They
don't "convert" to anything.  280 is 0x280, etc...   If those addresses are
free (check in control panel:system) then that shouldn't be a problem.  As
far as IRQ goes, that's a completely different matter.  If it's not
configurable via dip switches/jumpers, then you'll have to find out from the
manufacturer.
