Are you looking at the correct program?
Mine says freeware right in the About Screen...
From the site below:
    Card Wiper beta for Windows
    This is a FREE download from the PhotoRescue folks,
    the URL (there) will prompt you to save a file called CW.ZIP

I ran another (free demo - no save) data recovery program on the card,
and it came up clean and blank...
