You could substitute a known good modem or you could try the Phone Dialer to see if
the modem responds, but my guess is the modem got fried.  Many surge protectors
include telephone line protection,  for the few dollars they cost, you may stop a
spike.
I've also had Rockwell HCF, Conextant, and PCTel chips on modems that just seem to
die on their own.  These chips seem common on the 'free after rebate' modems at
Staples and CompUSA.  They seem to check out ok with diagnostics but fail to dial.
You can always delete the modem through the device manager in settings/control
panel/system/properties and let windows reinstall it on boot up.  Check the
manufacturers web site for any driver updates.
