Depending on their level of technical expertise, the "best" and/or
easiest, cheapest. fastest way is to move the HD to the new machine
and just copy things over... (Then move it back...)
Log all the settings and jumpers on BOTH machines, etc...

Second choice would be a cheap or borrowed CD-Burner for the old
machine. (For software, an eval of Nero would "be enough" to get you
through the move...)

If they do not want to open the old or new machines, I would look
into borrowing a ZIP drive and using Zip disks (100m or 250m)
to move stuff...

Lots of the more modern ways of doing this are eliminated by having
only Win98 and not 98SE...  (I HAVE seen USB flash drives that
seem to say they have drivers for the older Win98...)

Speaking of modern... A BartPE CD will help if the old computer
has a USB port... You can boot from the BartPE CD and use a limited
version of WinXP as the OS and "bring your own" burning program or
USB external HD...
This would be much harder if you never heard of any of this...
