From what you describe, I surmise:

Smell was from processor burning. Processor was inserted incorrectly.
Processor may still be usable.

Mobo maybe damaged, but I would go through normal no start procedures
before giving up on mobo. Your "wouldn't start either" doesn't give
details. If overdrive processor was inserted incorrectly, was Celeron
inserted correctly when replaced, cut off corner match cut off corner?

It appears you "got hold of" an overdrive processor without instructions.
Mary Wolden posted considerations to check upgrading a processor.
Instructions were probably available at Intel's website.
