It depends on the modem.  Older modems had jumper you could change to select
the card Address, IRQ, and Com Port.  If this is what you have, change the
jumpers and try again.  If the modem is Plug and Pray you can try adjusting
the settings manually in Windows 95.

More information on the hardware would make a suggestion easier to make.
