When you say that the adapter has no address, do you mean no MAC address?
Also what is the IP he is being assigned?  If it is 169.xxx.xxx.xxx it is
Windows 98 auto-config address, and not one being assigned by the DHCP
server.  If the card has no MAC address (Possible the ROM on the NIC got
messed up somehow, although after working with hundreds of NIC cards of
various brands I have never seen this happen) it would be impossible for a
DHCP server to assign him an address.  If his ROM is bad on the NIC there
is no way to assign it an address as far as I know.  It would certainly
something that would be covered under the card manufacturers warranty.
