Sounds like you have two problems.
The case has electricity "on it", and the ground that "should"
be getting rid of that charge (and blowing the fuse possibly)
is not working either...

Glad you stopped testing...

You should test (or have tested) the ground FIRST, and then
figure out what is wrong with the computer.
