Just a note regarding FDISK. I am not positive, but I believe that the
partitioning done by XP is a bit different than that done by Win 98. So if
the intent is to install XP, then it would be preferable to use the XP
partitioning utility.

Boot with the 98 disk and run FDISK at the A:\ prompt.
This should recognize the unformatted, unpartitioned disk and allow you to
partition and format it as FAT32.
Run the XP CD next and select NTFS as the file system.
The FDISK step really shouldn't be necessary, but it should work.
