I'm still at a loss with this question, sorry. I'm doing my best here.
Have you got any further with your problem yet?
After you partitioned the hdd, did you format?
Did you reload an operating system? 
I'm assuming that you have done these things, and windows is there, but just not the system files. That is what I was assuming when I suggested the  sys C:
