The monitor is not getting a signal. There are a couple things to check first.
Use the monitor setup buttons to make sure that it is using the proper cable
input (if it has dual input. Some monitors have dual input, like BNC and 15 pin
DSUB, and there is a switch to switch between inputs).

If the monitor setup looks OK, then the computer is probably dead (not starting
into POST). There could be many reasons why, bad power supply, bad CPU. If it
were memory or the video card, you would probably hear a sequence of beeps from
the speaker, this sequence is a code. Check with the BIOS manufacturer for a
list of beep codes.
