This process is supposed to unload itself after 10-15 minutes.
It will stay active as long as Dial up networking is active, or another 
process is trying to use the modem.
How long do you usually wait before re-connecting?
Other than re-booting or CTRL_ALT DEL I don't now a way to stop this 
behavior.
