    If you want to be sure that the serial port  is working ok, get an
external modem and try to use it with some simple DOS soft, like telix.

Perhaps you are using a different mobo-Port slot  adapter. (the one with a
flat cable and the DB9 connector)

Has anyone come up with any suggestions at all to my problem yet?
Further to this original problem, the keyboard is now once again responding,
but still no mouse response.
Even stranger, I started up another pc which I had, and it had been working
fine, but that now has the same mouse problem as well.
I've tried 3 different mice now, and all are working perfectly when used in
any other system than these two.
These two particular computers have been sitting around for some time with
no casing. This couldn't be the reason, could it?
Both pc's were originally in another room and working fine until I moved
them.
Any suggestions would be greatly appreciated, as I'm now sure that it's
probably not a bios problem as was originally suspected by myself.

I made a computer using a used m/b (pentium 1 133mhz), and as far as I am
aware, it's working fine.
I loaded win 98 onto the hard drive and have had no problems at all except
that for some reason it will not detect the mouse. Now, for some reason, the
keyboard isn't responding in windows anymore either.
Somebody suggested that the modem might be causing a conflict, and as I
could no longer access windows even with the keyboard to remove the drivers,
(I removed the modem physically), I thought it would be much easier to
reformat and reload windows which is what I did.
The modem doesn't seem to have been causing the problem as I am now back to
square one minus a modem.(That's ok though)
Windows recognises the serial card which the mouse is attached to, but not
the mouse. I've tested the mouse, and it's fine, and I've also tried another
one, but it still doesn't work.
The only things which are connected at present are the basic things, fdd,
hdd,cdrom,monitor,keyboard, mouse.
I've tried different serial cards, but still I'm having the same
problem.(The card is fine in any other system)
I'm becoming more and more convinced that it's a BIOS problem, something I
have or haven't enabled.
I've tried setting it all to defaults. I've tried disabling everything. I've
tried enabling everything.
I've never come across this problem before, and it really is starting to
drive me mad.
Now the keyboard isn't responding again, so I'm not able to get into the
control panel again.
Any suggestions?
