  This shouldn't be a problem for individual files or even volumes
(other than the boot drive...).  Thing is, it depends on having the
machine you want to restore booted and running and on the network --
and this probably means that partitions must be created and formatted,
too.  You might be able to create a boot floppy with all the necessary
tools.
  The restore can almost certainly copy files from the tape across the
network to the target drive, but that has to exist and be reachable.
