Running old software on Wide Screen

This may be a software issue. Can one run software in 4:3 aspect on wide 
screen as my pictures are distorted. I would imagine this depends on the 
video card. I have the ALL-IN-WONDER RADEON (posted in another 
question). Setting the resolution doesn't seem to help. Do I need a new 
video card? I have Pentium III 450MHZ.
