Ignore ALL advice until you resolve this problem.   If you had no Irq for
the new modem, Windows would not likely start the installation for it as it
would not find it.

You also mention bad sectors.

Run thorough Scandisk with as few TSR's as possible  (keep explorer and
systray running).  Windows will "mark" any areas that are damaged and then
will not attempt to write to them in the future.

If the drive has an intolerable amount of "bad" sectors, you should consider
FDISKing or replacing it.  Remember, FDISK in this case means all is lost.

Perform as thorough cleaning of the modem's Vxd files as you can.  HINT:
find the Vxd files on the CD, write them down, go into DOS directory
c:\windows\inf   or c:\windows\system and remove ONLY those files.  HINT #2:
you may have to c:\windows\inf\ attrib -a -h the files that are "invisible."

My thought is that the Blue Screen VXD errors and the "unable to write to
C:" are related.

Once you have determined your hard drive is safe for saving/writing data,
try to install the device again from a cold boot.
