I ran a panasonic  4x8 cd-r on my p-133 system with 2.5 gig hard drives and 64
mb of RAM, and win95 & 98SE.  It was scsi, so it used less cpu than an IDE
drive; my brother in law ran a 4x8x2 cd-rw for a year on a p90, 48 MB of ram,
win95

With WinME, you need more RAM, just for overhead, I'd look into more RAM before
trying again, but, there's no real reason you can't use a cd-rw drive on that
type of system.
