Well it turns out I really hadn't disconnected everything:^)  I went to the
Dell support page and found it pretty helpful.  It told me to disconnect
every connector on the MB and the BIOS battery, then to reconnect the power
connectors and make sure they were well seated.  I had a little bit of
strangeness with the RAM.  It seemed to matter which slot which bank was
plugged into but maybe that was just a seating problem.  In any case
everything is now working  and the problem seems to have been a connectors
not the HD.
