My X-sister-in-law has had the same problem for about a year.
I troubleshot it while the computer and monitor were here and
her problem was a "loose" or intermittent part on the printed circuit
board on the neck of the picture tube.
Note that this sort of testing is VERY dangerous as there are
extremely high voltages inside a modern monitor, even when
 it is "OFF", disconnected and unplugged....
Your problem "might" be isolated in you can try the monitor on
a different computer...  I think the monitor is "going"...
