The problem could be either software or hardware or even both...

Have you tried Regclean?

Something else that might help is to use the HWDIAG utilitiy.  This
utility can be handy to sort out hardware conflicts.  It is more
detailed than the device manager...  HWDIAG is available on the
Windows 95 OSR2 Cd-Rom.
