Some BIOS'es do have the choice, usually under a heading like "Advanced
Settings, Default Video device". Which usually gives you the choice of
setting it to PCI or AGP. I have definitely seen this before.

  No such setting is supposed to be necessary -- if there is an AGP card
present, it will be used; if not then check for PCI or ISA cards.  It sounds
like maybe the AGP slot suffered slight damage when the old card "burned
out", or that the routine to check for another card if there's no AGP is
buggy.
