I had solved this problem just yesterday on my PC running Win98se with all
the updates installed. The condition existed for several weeks after I
updated some drivers (I usually leave my PC on all the time). It turned out
to be my Hawking 10/100 NIC card, probably the drivers. I removed the card
and drivers and shutdown worked fine. I changed to Realtek NIC card.

One way to trouble shoot is to try removing the cards and drivers one at a
time, then test. The better way is to remove them all, then add them one at a
time, doing shutdown, standby, restart a couple of times each to test.

BTW, shutdown and ACPI related problems can be a real frustrating problem to
solve. Good Luck.
