Hello

I had the same problem a few months ago with a system that came for repairs.  The memory test and Himem.sys passed ok without any problems.  In Control panel RAM reported was less than that installed.  I found that client had installed EMM386 that was allocating memory for DOS only programs.  A REM in config.sys in front of EMM386.EXE solved the problem.  Hope it works for you.
