Yes;
This method is a safe one
It is called "direct cable connection"
I have used it many times.
Do shutdown both computers before connecting the cable.
you will need a "laplink" cable to connect the parallel ports
windows 95 has an applet to aid you in setting this up.
Not sure if it's available on windows versions less than win95.
If it's not installed on your computer you can add it under
the communications section in windows program installation under add and
remove programs.
