Andrew,

This is normal for a vanilla windows install. You need to install the
drivers for the modem and video card (and perhaps some other devices such as
sound cards, Network cads and IDE drivers). Older Windows installations
(such as 98 and ME) provides the minimum capabilities to get the system up
and running. You are then responsible to add the up-to-date and more capable
drivers. WinXP does a little better in this department, but you still need
to install additional drivers.

Do you have a CD or floppy with these drivers? If not, you may be able to
download them from the internet if you know the manufacturer and model. If
this is a brand name computer (Compaq, HP, Gateway, Dell), they may be
available at the manufacturers web site.
