As a retired TV repairman, I would say that your picture tube is on it's last legs.
  To prove it, turn down your color to black & white. Notice the shade of B&W.
  Now turn your brightness down real low and if there is a predominant clolor of 
  red, blue or green, your CRT is definately on it's last legs. I don't think anyone
  rebuilds them any more. It's cheaper to buy a new flat panel ( and a nicer picture.)    AL SMITH
