Yes; Juno 1.49 works fine with Win 3.1

There was no modem software to uninstall.

 Does Windows recognize new modem?
I do not know how to tell if Win3.1 recognizes the modem or not. How do

Did you Ping test to verify new modem?
I do not know how to do this either
