I have a Pentium II machine (266 mHz) connected to a Novell
network with a Motorola based modem (clone) that connects fine with
the ISP or can be used to send fax, etc. but once I start Explorer or
Outlook there's no connection from the modem to the program.  There's
another machine here with almost the exact same specs with the same
modem that works fine.

This may be a software problem but thought I'd start here to see if
anyone had a quick idea.

I recently erased the drive and did a fresh install of
Windows 95. I'd rather not have to redo this to see if it's the OS.
