IE8 is NOT included with the  SP3 install, but Microsoft is pushing IE8 as
part of the patch system.  If you download the whole SP3 update (all 324 Mb)
and then install you won't get IE8.  I show the full file name as
WindowsXP-KB936929-SP3-x86-ENU.exe
