If the CMOS is configured to boot from drive A first,  -- AND -- you have
a BOOTABLE disk in drive A, then the computer will not load from drive C

Check your floppy disk, make sure it has the system files installed.
The only other reason it will not boot from A is:  the network interface
card has a boot prom installed.  Remove the NIC from the system and it
will boot to drive A
