Many thanks to all who responded to my query.

As several people suggested, it turned out to be driver-related. I opened
Device Manager and removed the mouse then rebooted, which fixed the problem.

Howard Rubin's idea about a sticking shift key was a good one though, I must
remember it for future reference.
